Submitting your annual reporting
Annual returns must be submitted by completing our Annual Regulatory Report (ARR) form directly through Form Builder (previously Business Connect), a New Zealand government platform designed to host forms for central and local government. All required documents should be submitted through Business Connect and your completed return will automatically be sent to us.
Where to find your ARR

- If you submitted an ARR via Form Builder for the 2025/26 monitoring year, you can use your previously created RealMe login.
- If this is the first year your organisation is submitting an ARR, or if you do not have access to the previously created RealMe login, you will need to create a new one for the platform before you can complete your ARR
- When you are entering the name of your organisation, it will also ask you for your New Zealand Business Number, which will assist by pre-filling some of your organisational details. Please ensure your organisational details are up to date with NZBN before starting your ARR.
- The Key Performance Measures template, Property Portfolio template and the Board Chair declaration are accessible in the ARR template. You will need to download these documents separately, complete and then upload them and all supporting documentation when you submit your ARR. If you have not provided all the information in the form or attached the additional templates, you will not be able to submit your return.
- If we require further information to determine compliance with the performance standards, this information should be uploaded to your existing ARR.

Our expectations for the 2026/2027 reporting round
The 2026/27 monitoring year marks the end of the transition period to our updated monitoring approach. We expect that all registered CHPs are able to provide the full set of information requested, using the templates and formats specified.
The refinements introduced for the 2026/27 monitoring year are intended to improve clarity, reduce unnecessary duplication, and support consistent year-on-year reporting, while maintaining our focus on effective regulation and risk-based oversight. CHPs should ensure their internal systems and processes are now aligned to meet these requirements as part of business-as-usual reporting.
